Constitution and Bylaws

  1. Name
    • The name of the Association shall be Wigtownshire Ladies Golf Association, hereafter referred to as WLGA.
    • WLGA is unaffiliated to Scottish Golf and is simply a bringing together of the 6 Wigtownshire Golf Clubs and the ladies who are members thereof.
  2. Objectives

WLGA shall hold the following as its aims and objectives and shall strive to fulfil these aims and objectives at all times:

  • To generally promote the game of golf for the benefit of members and the local community;
  • To arrange competitions and matches and abide by the Rules of Golf as they are fixed from time to time by The R&A;
  • To promote the game, friendship and healthy rivalry in a welcoming atmosphere and sporting manner that does not discriminate on the grounds of age, race, religion or belief, sexual orientation or disability;
  1. Membership

WLGA membership is open to the ladies sections of the following golf clubs:

  • Newton Stewart
  • Portpatrick
  • St Medan
  • Stranraer
  • Wigtown & Bladnoch
  • Wigtownshire County
  • Each club will pay an annual affiliation fee which falls due at the AGM in the previous Autumn (i.e. the 2026 fee is paid at the AGM in Autumn 2025).
  • The level of the affiliation fee is decided at the AGM and contained within the WLGA Bylaws.
  • A club wishing to resign from the WLGA should do so in writing to the WLGA Secretary in advance of any WLGA competitions being played in that year.
  • Payment of the affiliation fee entitles all ladies and girl juniors who are members of affiliated clubs to play in WLGA competitions, subject to appropriate qualifying conditions.
  1. Management of the Association
  • There shall be a Management Committee responsible for the overall management of WLGA with the power to make/amend Bylaws.
  • The Management Committee will consist of representation from each of the Wigtownshire Clubs.
  • The Chairperson changes at each AGM and shall be the Captain or Ladies’ Representative of the club hosting the Wigtownshire Ladies Championship in the following year.
  • The Secretary/Treasurer shall be appointed each year by the Management Committee.
  • The Management Committee shall be vested with the powers necessary to efficiently conduct WLGA affairs including establishing WLGA policies and overseeing fiscal management.
  • In matters of policy each club will have a single vote with the Chairperson having a casting vote where necessary. It is for each club to decide who votes on their behalf.
  • The AGM shall be held each year before the end of October at a venue agreed at the previous AGM. The AGM is open to all lady members of affiliated clubs.
  • Each club is required to bring to the AGM written confirmation of their officials and open competition dates for the next season to share with fellow clubs

The AGM shall have as its main business:

  • The presentation of the Chairperson’s report
  • The election of any office-bearers
  • Approval of the minutes of the last Annual General Meeting and any other General Meetings held during the year
  • Approval of the annual accounts
  • Consider and approve any changes to the Constitution/Bylaws
  • Any other relevant business
  • A Special General Meeting shall be held when the Management Committee deem it necessary or at the written request of at least 4 affiliated clubs which must set out the reasons and rationale for the meeting being called. Any Special General Meeting is open to all lady members of affiliated clubs. A minimum of 7 days’ notice will be given of any SGM.
  • Any club wishing to call a meeting requires a quorum of no less than 4 clubs.
  1. Finance
  • The financial year shall run from 1stOctober to 30th September
  • The Treasurer shall be responsible for preparing the annual accounts and laying these before the AGM.
  • Internet banking will be used and all payments from WLGA funds shall be prepared by the Treasurer and authorised by one other. All cheques drawn against WLGA funds shall be signed by the Treasurer and one other signatory.  There shall be three signatories to the account.
  • All affiliated clubs shall be jointly and severally liable for the financial liabilities of WLGA.
  1. Complaints
  • All complaints must be made in writing to the Secretary and signed by the persons complaining; and none shall be attended to unless this rule is complied with. The Secretary shall submit all such complaints to the Management Committee, who shall take the matter into their consideration, and they shall have the power to give such deliverance or order thereon as they consider necessary

This constitution has been approved and accepted as the constitution for the Wigtownshire Ladies Golf Association.

Bylaws as at october 2025

Affiliation Fee – stands at £25

Competition Arrangements – each club is responsible for all the arrangements connected with the Wigtownshire competition they host, including seeking entries, completing draws and publishing results. The club’s representative on the WLGA Management Committee will be available to provide guidance.

Engraving Accounts – The Association holds an account with Briars Engravers, Wigtown, where all trophies should be engraved.
